THE 3M ASSESSMENT AND CERTIFICATION PROCESS OUTLINED IN REF A WILL BE IN EFFECT 01 MAY 2009. THIS NEW ASSESSMENT PROCESS IS A MORE IN DEPTH LOOK AT THE COMMANDS 3M HEALTH. CSMP, SPOT CHECKS, AND 3M COORDINATOR EVALUATION/REVIEW IS MORE DETAILED AND THOROUGH. 2. THE NEW JOINT FLEET MAINTENANCE MANUAL (JFMM) HAS RECENTLY BEEN PROMULGATED IN REF C. THE INTENT IS FOR ALL TYPE COMMANDERS TO ALIGN 3M STANDARDS AND PROCESSES. SUBSEQUENTLY, COMMANDER, NAVAL SURFACE FORCES HAS REVISED ITS MAINTENANCE AND MATERIAL MANAGEMENT (3M) ASSESSMENT AND CERTIFICATION PROGRAM. THIS MESSAGE HIGHLIGHTS MAJOR CHANGES WHICH ARE IMPLEMENTED IN REF A. 3. A SUMMARY OF THE MAJOR CHANGES: A. A 3M CERTIFICATION ASSESSMENT (3M CA) WILL BE CONDUCTED WITHIN (+ OR -) 60 DAYS FROM THE LAST DAY OF ULTRA C. A COMMAND IS CERTIFIED IF THE COMMAND TOTAL SCORE IS 80 PERCENT OR HIGHER. 3M CA IS A 100 PERCENT EVALUATION OF ALL THE COMMANDS WORK CENTERS. CERTIFICATION WILL NOT EXCEED 24 MONTHS. IF A COMMAND IS GOING TO EXCEED THE 24 MONTH PERIODICITY, THE ISIC SHALL SUBMIT A MESSAGE REQUEST FOR AN EXTENSION TO THE TYCOM. B. IN CASE OF FAILURE AT 3M CA (COMMAND TOTAL SCORE FAILS TO MEET MINIMUM GRADING CRITERIA OF 80 PERCENT) A COMPLETE RE-ASSESSMENT WILL BE CONDUCTED BY ATG WITHIN FOUR TO SIX MONTHS OF THE ORIGINAL 3M CA DATE. IN CASE OF DEPARTMENTAL FAILURE AT 3M CA (DEPARTMENTAL TOTAL SCORE FAILS TO MEET MINIMUM GRADING CRITERIA OF 80 PERCENT) A DEPARTMENTAL RE-ASSESSMENT WILL BE CONDUCTED BY ATG WITHIN FOUR TO SIX MONTHS OF THE ORIGINAL 3M CA DATE. C. A 3M MID-CYCLE ASSESSMENT (3M MCA) WILL NORMALLY BE CONDUCTED WITHIN (+ OR -) 60 DAYS OF ULTRA S. HOWEVER, THE 3M MCA WILL OCCUR NO EARLIER THEN EIGHT MONTHS AND NO LATER THEN FIFTEEN MONTHS AFTER SUCCESSFUL COMPLETION OF THE 3M CA. ATG WILL ASSESS TWENTY FIVE PERCENT OF DEPARTMENTAL WORKCENTERS. IN ORDER TO MAINTAIN A BETTER UNIFORM STANDARD TERMINOLOGY, ALL 3M CONTINOUS CERTIFICATION REQUIREMENTS (CCRS) WILL BE CHANGED TO THE TERMINOLOGY IAW REF C (JFMM). IN ADDITION, REF C WILL RESCIND THE DISTINCTION BETWEEN MAJOR AND MINOR DEPARTMENTS. THE OPERATIONAL ACCOMPLISHMENT CONFIDENCE FACTOR (OACF) WILL NO LONGER BE ASSESSED. ALL GRADING WILL BE CALCULATED ON A WEIGHTED SCORING SYSTEM BASED ON EACH WORKCENTERS PMS LOAD. THIS IS TO ENSURE THE GRADES ASSIGNED ARE COMMENSURATE WITH THE LEVEL OF EFFORT REQUIRED BETWEEN WORKCENTERS. (4) RECORDED/SITUATIONAL ACCOMPLISHMENT RATE FOR PMS (RAR/SAR) ARE COMBINED AND REDESIGNATED AS RAR. (RAR/SAR) BECOMES (RAR). CNSF STANDARD IS 80 PERCENT.
